Stephen Rosenzweig
Founder and Chairman
Stephen Rosenzweig founded Concorde, Inc. in August of 1983. The company was a spin off from a previous venture founded by Mr. Rosenzweig: Doctors On-Call Service (DOCS), Inc., a pioneer in the paramedical life insurance industry. In 1990, Mr. Rosenzweig developed the first automated system for reporting and reviewing drug test results: Specimen Management and Request Tracking (SMART®) and FastTest. Mr. Rosenzweig is recognized by clients and industry associations as an expert in his field due his lengthy tenure in the industry which exceeds 30 years. He has frequently expounded on issues facing employee screening and health services in today’s business environment in respected industry publications such as Drug Free Daily, Industry Week, and Waste Age.
Mr. Rosenzweig is acclaimed for his work as an expert witness in many important arbitration hearings and has maintained a stellar record for his clients. In 2002, Stephen Rosenzweig served on the U.S. Department of Transportation’s Federal Advisory Committee on Electronic Transmission.
Over the course of Concorde’s history and development Mr. Rosenzweig has disseminated his expert knowledge throughout his company’s staff to make Concorde, Inc. an innovative leader in employee screening and health services solutions.

Arthur Schatz, MD
Medical Review Officer
Dr Schatz was one of the first certified Medical Review Officers in the United States and has been with Concorde for over 20 years. Dr. Schatz has been reviewing forensic drug tests since the early 1990s and has consistently been re-certified every five years. He has reviewed tens of thousands of positive drug tests, conducted interviews with donors, and has served as an expert witness.
Dr. Schatz is a Diplomate of the National Board of Medical Examiners; and the American Board of Forensic Examiners. He is also a Fellow of the American College of Obstetricians and Gynecologists; the American College of Surgeons; and the American Society for Reproductive Medicine.
Tony Cardamone
Vice President of Sales
With Concorde since 2011, Tony Cardamone manages Concorde’s Sales Department. Tony brings over twenty years of customer relations experience to the Concorde Management Team, and is responsible for facilitating many of the improvements to the Concorde client experience.
Arthur J. Cohen, Esq.
Counsel Emeritus
Arthur Cohen is a licensed attorney in Pennsylvania and New Jersey with over 30 years of experience in employment law. In 2007, Mr. Cohen was elected as the Chairman of the Board of Directors for the National Association of Professional Background Screeners (NAPBS). As Concorde’s General Counsel Ameritus, Mr. Cohen offers general legal guidance.
Yoni Hirt, Esq.
General Counsel
Yoni Hirt serves as General Counsel of Concorde Inc. In this role, he is responsible for overseeing the full range of compliance and legal affairs of Concorde and the wide array of technologies and services delivered to both Concorde’s clients and their employees in all 50 as well as Puerto Rico, Guam, the Virgin Islands, and Canada. Additionally, Mr. Hirt is involved in internal operations and strategic program development.
Mr. Hirt regularly presents live trainings and webinars concerning pressing compliance matters regarding Drug and Alcohol Testing, Employment Screening, Supervisor Trainings and other Department of Transportation (DOT) regulatory issues. Similarly, Mr. Hirt assists clients’ in policy reviews, provides litigation support and counsels industry best practices. Yoni is a member of The Professional Background Screening Association (PBSA), The Drug & Alcohol Testing Industry Association (DATIA) and the Substance Abuse Program Administrators Association (SAPAA).
Prior to joining Concorde, Mr. Hirt focused on an assortment of civil litigation with the prominent Philadelphia Law Firm of Zarwin, Baum, DeVito Kaplan, Schaer, Toddy P.C. Prior to civil practice Yoni was able to work with the Philadelphia District Attorney’s Office. Additionally, Mr. Hirt had the honor of serving as Judicial Law Clerk for the Honorable Judge Annette Rizzo (Ret.), First Judicial District, Court of Common Please.
Mr. Hirt earned his Juris Doctor degree from Temple University -James E. Beasley School of Law. He prides himself on his previous pro bono work with the American Red Cross House and Temple Legal Aid Office providing free legal representation in civil matters to Philadelphia residents.
